The 7th
session of the Indo-Hungarian Joint Science & Technology Committee,
established in accordance with Article 4 of the Agreement between the
Government of India and the Government of Hungary on cooperation in the field
of Science & Technology, was held in
1. Opening Remarks
1.1 Mr Y P Kumar welcomed the Hungarian and Indian delegates
to the Joint Committee meeting. He also welcomed participation of the Hungarian
delegation in the “India R&D 2006: Mind to Market” Conference, which was
held simultaneously to the meeting of the Joint Committee.
1.2 Dr Boda recollected age-old cooperation between the two
countries and emphasized on intensification of our scientific cooperation.
2. Exchange of Information on Science & Technology Scenario
2.1 Mr Kumar
made a presentation on S&T system and policies in

Dr Boda briefly talked about recent structural
re-organization in the Hungarian governmental S&T structure. He then
presented the S&T structure in
3. Current Status of S&T Cooperation
Shri SK Varshney and Ms Ildiko Kovacs presented the status of
activities undertaken during the period 2005-06. The Joint Committee expressed
satisfaction over the implementation of the programme. It was noted with
satisfaction that progress has been made in implementation of a majority of
these projects. All except the project on “Advanced Electronic Warfare
Equipment” was recommended for continuation, as agreed in the last meeting of
the Joint Committee (Annexure-III).
Programme of Cooperation for the period 2007-2008
The Joint Committee adopted the following programme of
cooperation in S and T for the period 2007-2008 between
The Joint Committee noted that 29 and 26 new joint
project proposals have been received by the Indian and Hungarian sides,
respectively, for consideration of the Joint Committee (Annexure- IV A and IV B).
As Indian side has not yet completed its assessment procedures, it was agreed
that two co-chairs will exchange letters indicating projects to be mutually
supported by the end of January 2008.
The Joint Committee felt that in
order to boost bilateral cooperation, one joint workshop should be organised in
each country each year. The topics of the workshop would be mutually decided by
the Coordinating Agencies.
4.3 Fellowship
4.4. Call for Proposals for the Period 2007-2008
The
Coordinating agencies will make a public call for proposals by

the two countries.

researchers will then simultaneously submit these proposals by

Coordinating Agencies will exchange the lists containing the basic data of the
project proposals submitted to them by

Coordinating Agencies will review and assess the project proposals according to
their internal procedures by
The
Coordinating Agencies shall rank the project proposals according to their
internal procedures of review on the basis of:
(a) The scientific merits of the proposals, as
measured by a peer review,
(b) Their national priorities with regard to scientific
co-operation.
The
decision regarding the projects to be jointly funded shall be made by the Joint
Committee in its forthcoming session or by mutual agreement of the respective
Coordinating Agencies through exchange of letters.
The unilaterally submitted projects shall not be
considered.
5. Administrative and Financial Terms
In order to
implement the above programme the Joint Committee agreed to adopt the following
administrative and financial terms.
5.1 The international travel shall be
covered by the Sending side. The Receiving side shall cover the expenditure on
local transportation within its own country.
5.2 The receiving side shall cover the
costs of accommodation and the costs of living as follows:
The Indian
scientists visiting
5.3. Definition of Short term and Long term
visits:
(a) Short term
visits (maximum 14 days)
(b) Long term
visits (1-3 months)
5.4. The exact date of the planned visits
will be agreed upon directly by the scientists participating in the project;
the combined length of the visits and the number of visits pertaining to a
particular project, however, can be modified only by the consent of the
respective Coordinating Agencies through exchange of letters.
5.5. The host Hungarian scientist will assist
the visiting scientist with accommodation.
5.6. Any further data regarding the
visiting scientist needed by the receiving Coordinating Agency shall be
obtained through the counterparts of the visiting scientist.
5.7. In
5.8. At the end of the project, a project
completion report on the results achieved, signed by both of the Project
Coordinators, will be submitted to the Coordinating Agencies.
5.9. The reports shall be evaluated by the
Joint Committee in its forthcoming session. The evaluation will be made on the
basis of how the aims set forth in the project have been achieved.
6. Any Other Points
6.1. The
Joint Committee recommended that scientists of two countries be encouraged to
participate in the 7th framework programme of European Union.
6.2 Indian
side invited Hungarian side to participate in annual “Indian Science Congress”
and “Children Science Congress”, which are held in different Indian cities each
year. It was agreed that Indian side would accept 1-2 nominations for “Indian
Science Congress” and 1 nomination of 5 school students and one escort for the
“Children Science Congress”.
6.3 It
was agreed to hold the next meeting of the Joint Committee in
