CULTURAL
EXCHANGE PROGRAMME
BETWEEN THE MINISTRY OF
CULTURE OF
THE
THE MINISTRY OF EDUCATION
& CULTURE OF THE
Pursuant to
the Cultural Agreement signed by the Government of the
HAVE agreed on
the following Cultural Exchange Programme for the years 2007-2010.
1. The Indira
Gandhi National Centre for the Arts on the Indian side and the corresponding
Hungarian organization will co-operate in the field of arts. Details will be settled through diplomatic
channels.
2. Both Parties will exchange an expert for 2-3 weeks to study in any or some of the following fields:
Documentation of the Arts
and Production of Cultural Resources:
a)
Techniques for documentation of performing and plastic art
b) Cataloguing, indexing and library services
c) Collection of resources (audio, visual and
written texts)
d) Preparations of audio-visual presentations, video films,
Radio and TV programmes on culture, and on cultural
heritage.
3. Both Parties will exchange one Curator/ Exhibit designer/ Scientist/ Conservator from each side for two weeks each to:
a)
visit museums/centres of science, technology and history of
technology to study the exhibits, exhibitions, educational and academic
programmes of the museums/centres, the facilities available there and the
possibilities of adopting the same in the respective countries;
b)
identify long term
cooperation between the Ferene Hopp
Museum of Eastern Asiatic Arts and the corresponding
c)
Identify long term co-operation areas in the development of
science and technology museums/centres;
d)
Identify short-term needs for exhibition and exhibit
exchange; and explore the possibilities of holding workshop/seminar on
subjects/topics of common interest.
e)
Study conservation techniques of museum materials
f)
Study conservation and preservation of textile art objects
4. Both Parties will
exchange scholars and museum experts in the fields of art and archaeology and
also exchange exhibitions in the above fields.
Details will be settled through diplomatic channels.
5. “Both Parties will
exchange a major exhibition in the field of the traditional art and culture of the respective
countries. Details will be settled
through diplomatic channels.”
6. Both Parties will
exchange exhibition of contemporary art accompanied by an art critic an artist,
and a curator/expert. Workshops for one
week will be conducted by the artist when exhibitions are held. Details will be settled through diplomatic
channels.
7. The Indian side will invite and the Hungarian
side will participate in 11th
and 12th Triennale-India to be
organized by Lalit Kala
Akademi during 2007-2010. The exhibits
may be accompanied by one Commissioner or Curator and maximum two participating
artists. The visiting Commissioner or
Curator may take part in International Seminar and participating artists in the
International Camp-cum-workshops, which are also organized as part of Triennale-India. The
visits may not exceed 15 days. Details
will be settled through diplomatic channels.
8. The Hungarian side will invite and the Indian
side will participate in the
International Artist’s Symposium with one Commissioner or Curator and
with two participating artists. The visiting Commissioner or Curator may take
part in the International Seminar, and participating artists in International
Camp-cum-workshops and exhibitions. The
invitation is for one week for the Commissioner/Curator and three weeks each
for the artists. Details will be settled
through diplomatic channels.
10.Both Parties will
exchange Children’s Books, Paintings and Dolls on reciprocal basis. Details
will be settled through diplomatic channels.
11. Both Parties will mark in an appropriate way of relevant anniversaries of the other country’s greatest cultural personalities. Details may be worked out through diplomatic channels.
12. During
the validity of this Programme, the Indian side will explore the possibility
of:
a)
converting the study room of Csoma de Koros in the Asiatic Society in Kolkata into a memorial
chamber permanently open to visitors;
b)
setting up a
permanent exhibition of the paintings of Elizabeth Sass Brunner and her
daughter Elizabeth Brunner in a Division of the Indira
Gandhi National Centre for Arts in
c)
properly marking the grave of Elizabeth Sass Brunner in Nainital and taking measures to organize the proper
care-taking of the grave;
d)
setting up a
13. Both Parties will
exchange handicrafts exhibition on reciprocal basis. Details will be settled
through diplomatic channels.
14. Both
Parties will exchange according to
their financial capabilities one cultural group of 7-8 members each year. Details will be settled through diplomatic
channels.
15. Both
Parties will exchange 1-2 experts in
the field of dance, music, theatre, fine arts, literature, photography, etc.
for lecture and demonstration with
their counterparts for a period not exceeding 14 days. Details will be settled through diplomatic
channels.
16. The
Indian side will consider sending and the Hungarian side will consider
receiving one traveling exhibition on the life-style of a nomadic-pastoralist
culture of

exhibition of arts and culture of Gypsy people of
18. Both Parties will explore the possibility of
receiving for a length of 14 days a group of two researchers to study the
origins of the language, religion and art of the Gypsies.
20. Both
Parties will facilitate the exchange of
writers and literatures of their country. Details will be settled through
diplomatic channels.
21. Both Parties will
encourage the translation of an anthology of one major poet each from

share the experiences in the field of sports and explre
the possibilities of exchanging sports teams / coaches in diverse
disciplines. Details will be decided
through diplomatic channels.
2. Both Parties believe that emphasis should be on the
active participation of young people themselves and the promotion of youth
co-operation and networking through specific youth activities.
III. MASS MEDIA
1. Both Parties will encourage contact between their radio, television, and
film organizations. The details of this
co-operation should be specified in direct agreements of the respective
organizations.
2. Both Parties will exchange radio / TV professionals in the field of
programme and technical, training. Such exchange will be done once during the
validity of the CEP on reciprocal basis for a period of two weeks. Each delegation may consist of two members.
3. Both Parties will exchange news and programme materials depicting
political, economic, culture, scientific and other developmental aspects and
also provide all assistance to the visiting team for coverage.
4. Both Parties will organize film weeks of each other’s country and they
will receive 2-3 film personalities of the other side for a
duration of seven days.
5. Both Parties will invite each other to participate in their
international feature, documentary, short and animation film festivals.
1. The National Commission for UNESCO of the two countries will co-operate in general in promotion of the objectives of UNESCO, and in particular they will exchange information, materials and documentation in the interest of mutual understanding and co-operation in programmes / activities within their competency.
2. “The Parties agree to
encourage contacts between artists from both countries in order to develop
joint productions in diverse fields, including music, dance, theatre and film.”
3. The Parties agree on
surveying the implementation of the four-year programme at the end of the third
year to see what alterations, if any, are needed.
4. The
present Programme does not exclude the possibility of implementing such other
stipulations which correspond to the contents of the Cultural Agreement signed
in March 1962. Any additional proposal
can be included by mutual consultations.
5. The
stipulations included in the Appendix constitute an organic part of the present
Programme.
The Parties are convinced that the implementation of the present Programme
will further promote the development and deepening of friendship
and co-operation between their countries and peoples.
6. The present Programme will enter into force
upon its signature, and will be in force untill

signed in Budapest on 24 October 2006 in six originals, two each in Hindi,
Hungarian and English
languages. All the texts are
equally authentic. In case of doubt, the
English language text shall prevail.

APPENDIX
I. GENERAL PROVISIONS
1. Both Sides shall not rule out the
possibilities of undertaking other projects in the above-mentioned fields on
mutually accepted terms.
2. The sending Side shall provide the
receiving Side with all necessary information pertaining to the persons
concerned / such as name and surname, date of birth, profession, knowledge of
languages, suggested schedule for the visit, approximate date of arrival, etc.,
at least three months before the proposed visit. Having received the acceptance of the visit
from the receiving Side, the sending Side shall communicate the exact date of
arrival and means of transport at least two weeks in advance. The receiving
Side shall provide an interpreter in mutually agreed special cases.
3. The sending Side shall provide the
receiving Side with all necessary information pertaining to exhibitions at
least 3 months before the agreed date of opening of the exhibition. Exhibits
should be delivered to the place of the
exhibition 6 weeks before such a date.
4. For all exchanges under this CEP, visas
will be issued GRATIS by both the parties.
II. FINANCIAL PROVISIONS
1. In case of sudden illness or accident,
the receiving Side will secure medical care free of charge in the National
Health Service system to all persons arriving under this Programme. The delegates will be responsible for their
own medical costs.
2. The sending Side will bear the costs of
travel to the capital of the receiving country and of return travel.
3. The
receiving Side will bear the cost of stay providing:
in
-free
lodging
-daily
allowance of 3000 Forints or free board, and
-free
transportation
in
Free
boarding:
- Free
board subject to the following limits:-
(a)
Rs.1000 per head, if breakfast is included in lodging
charges.
(b)
Rs.1100 per day per head, where the lodging charges cannot
include breakfast.
Out
of Pocket Allowance: Rs.250 per day per
person.
Local Transport: In case local
transport is not provided in
III. SHOWS, PERFORMANCES AND SPECTABLES
Unless otherwise agreed on by the institutions concerned, the costs of
artistic exchanges will be borne as follows:
1. The sending Side will bear the cost of
transport both-ways of stage equipment, films, etc.
2. The
sending (receiving) Side will bear the costs of organization of shows and
performances.
3.
The costs of travel and stay of the artists will be borne in
accordance with points 1,2,3 of financial provisions.
IV. EXCHANGES
OF EXHIBITIONS
Unless otherwise agreed upon between
the institutions concerned, the costs of the exchange of exhibitions will be
borne as follows:
1. The sending Side will bear the costs of
transport of the exhibition to the receiving country and on the way back. The first and the last place of the
exhibition in case of
2. The receiving Side will bear the cost of
organization of exhibition, its security and publicity, advertising, printing
of catalogue, posters etc.
3. The sending Side will bear all the insurance
expenses of the exhibition, while it is outside its national territory. In case
of losses or damage of the exhibits, the receiving Side will supply the sending
Side with complete documentation referring to the case in order to secure the
claims from the insurance company. The damaged exhibits cannot be repaired
without prior approval of the sending Side.
4. The
exhibition can be accompanied by
an expert / curator / art critic / artist.
The costs of travel and stay of the curator will be covered in
accordance with the points 1,2,3 of financial
provisions.
V. EXCHANGE
OF MAGAZINES AND PUBLICATIONS
1. All costs of the exchange of
publications, magazines and other materials as envisaged in this Programme
shall be borne by the sending institutions.
